Too much unhappiness is punishable by pills. If a child is prescribed pills, the order is shredded immediately. Pens and pencils are taken away to keep children from cutting themselves in the dark.

Adulthood, which may be determined by dental exam, is punishable by transfer to adult facilities, sometimes preceded by solitary confinement, followed by shackling and caged transport.

A bill is sent to the government for $775 per day per child that receives all this special consideration, administered by a profit making company owned by lots of ex-military leaders like John Kelly, engaged by the Office of Refugee Resettlement, an agency that once could be called a child welfare arm of HHS.
